The 3000m track walk is an event that has only appeared at the 1920 Olympics, although a 3500m walk was contested in 1908. A 10000m walk was held sporadically until 1924. After that all walking events were held out of stadia, on road.
An indoor track walk, 3000m or 5000m, was held in the IAAF World Indoor Championships until 1993, after which it was discontinued.
Electronic times are preferred but not required, with the proviso that hand times require three watch readings. Where it is not readily evident that a historical hand timed record or electronic time is faster, both will be listed. [I believe any time given with a single or no decimal is hand timed but unless marked it is not explicitly expressed.] Lap scoring sheets are required to be submitted with record applications for events 3000m and above.
